Why does Empress Rules exist?
Empress Rules Facilitation House exists because organizations don’t fail from lack of effort, they get stuck in misalignment, unclear communication, avoidable conflict, and systems that don’t work for the people inside them.
We support leaders and teams through structured facilitation and strategic guidance that turns uncertainty into clarity. Our approach is calm, direct, and deeply human. We hold space for what’s real, and we help groups make decisions they can actually implement.

Who is Kheoshi Owens, MBA
Kheoshi Owens, MBA is a mother, activist, tennis fanatic, artist, and North Portland native—and the Founder of Empress Rules Facilitation House. She brings more than 20 years of experience supporting public agencies, utilities, counties, and nonprofit organizations through facilitation, organizational assessment, strategic planning, and executive coaching. Kheoshi is known for helping leaders and teams navigate complex conversations, strengthen accountability, and move from insight to implementation.
Kheoshi holds an MBA with an emphasis in Financial Accounting from DeVry University, a BA in Criminal Justice from Portland State University, and a Certificate in Strategy Execution from Harvard Business School. Her educational background informs her ability to pair relational facilitation with operational clarity, financial awareness, and implementation-focused strategy.
She is the creator of the BEHOLD™ Framework, a structured approach used to guide assessment, reflection, synthesis, and actionable systems change. Through this framework, Kheoshi translates qualitative and mixed-method insights into clear, implementation-ready recommendations aligned with institutional goals and public-sector requirements.
Kheoshi has led and contributed to high-impact work across the region, including organizational assessments and implementation planning with Energy Trust of Oregon, anti-racism and culture change efforts with the Portland Bureau of Transportation, strategic planning with CARES Northwest, an equity assessment for Portland Children’s Levy, and co-developing the Prosper Portland Culture Change Roadmap.
Her leadership has been recognized with the Portland Community College Diamond Alumni Award for outstanding service to the community and selection by the Portland Business Journal as one of “Rose City’s Finest: Celebrating 100 Black Leaders in Portland.” Kheoshi is also a founding member of Energy Trust of Oregon’s Diversity Advisory Council, and a founding member of the Equitable Giving Circle.
